It cannot.
But, if both parents stated that it is a custom that has a purpose of teaching them to be careful and protective of their child, and is in the best intrest of the child, with absolutely no chance of harming the child in any way, than it would be no different than any other action a parent takes with regard to their child.

If it was just about taking a child for the sake of taking a child, than it is absolutely a criminal act, even with parental consent, as it is not in the best intrest of the child.
