Greetings Wayfare.
My Stone Elven College has asked me to settle in your town. My job is to become an asset to your community. In order to do so, I must acquire housing. Who do I speak to?

Hello! Since no one else has responded, i'll do it!
I believe cabin 5 has some top bunks available. I also believe cabin 10 has some bottom bunks available. And as far as I know, cabin 7 is empty.
There is really no "housing authority" in this town as we all share living space.

Most of the bunks in cabin 11 are available as well.
