Spell Reflect

Something came up today that I wanted to get clarified. 

Can the skill Spell Reflect be an effective defense against an Arcane spell?


The reason I bring it up is because in the rule book for Spell Reflect it says 

"This skill allows a Player Character once per event to Reflect any spell successfully cast on them."

the word "any" making me think an Arcane cast spell would fall in this category. 



then in Arcane it says 

"Therefore, skills and abilities such as "Dodge" and "Phase" (and "Avoid" for magical traps) are effective defenses. "Escape is ineffective since it releases the victim after the spell has taken effect."

the way its worded leads me to think that Dodge and Phase are not the only skills that are effective against Arcane. 

So question is
Can Spell Reflect reflect a Arcane spell.

Spell Reflect is not an effective defense against an Arcane spell.

What Dodge and Phase do with an Arcane spell is make it so the spell never hits the target.

A spell lands on its target before it is reflected. 

Arcane causes any spell that lands to not be resisted in any way.
