So i heard that the vitality lost from empathic healing is no longer be returned by healing. It must be by the 25 minute health refresh. Is this true?

This is the ability of a Player Character to heal
another person by transferring his own natural
Vitality points directly to the other person. Extra
magical Vitality points gained from spells or items
cannot be used for this skill.
The skill user must have at least one arm completely
free and his feet must not move from their position
while the skill call is made. The skill user must touch
the torso of a creature and state “Empathic Healing”
followed by the number of Vitality points to be
transferred. An example would be: “Empathic
Healing – Five Vitality!” If more points are
transferred than are actually needed, the excess points
are simply lost.
Vitality lost by using this skill can be replaced by
healing.
This skill cannot be used to replace points removed
by “Drain”
